That doesn't look to facilatate mutually benefitial trade. Then again, just about evrybody's nationalistic trade policies (I should say anti-trade) are designed to preserve (in futile) an antiquidated state of market that is inefficient and already unfair. yeah, the port maste, the buerocrats, the tax collectors, and such gotta make a living as well, but I could safely bet that what they get greatly exceeds any reasonable amount consistant with that.
