Are they bringing this rubber back in the form of a new inbuilt speed glue version (tensor whatever ya'll call it)?

not until they discontinue it :P
the current version has some measure of speedglue like whatever built in. think xtend sg, tango titan, revolution COR.

I see, are all their rubbers kinda like that?  I mean somewhat tensioned?

all of the stuff with the tensor logo are tensioned, or whatever they call their tensor process.
The difference is the amount they use. There are still quite a few stuff labelled Tensor that are meant to be speedglued.  I believe that the old rubber RSM was using by Xiom (Pro Z or something) was a tensor as well.
